Around 40 years ago when we had a referendum of our membership of the then-EU, we were told it was strictly about continental trade with the Common Market.
Nobody said a word about the federal integration project.
As the superstate grew, more and more power was grabbed and out own politicians sold us down the road. This was most famously noted when the European Constitution was merely re-named The Lisbon and Gordon Brown signed us up to it without a vote. David Cameron gave us a cast-iron guarantee on future concessions and backtracked as well.

As a result, the ruling class believed that after having endured decades of European membership, it would most assuredly continue since it had even been taught in schools that it was a good thing.
The Eurosceptic movement was seen as little more than a protest vote. So when we had the Referendum last year, everybody on the Remain side assumed that victory was a given. Literally 3/4 of our Parliament were Remain voters, the others abstained because they couldn't vote against the consensus.
But as the arguments were presented, opinion shifted and Out won the day.

So now we've got a Government that desperately wants us to stay part of the EU but it being forced to adhere to Brexit because refusing to do so would be electoral suicide.
