I don't think that'll happen. Anyone who uses these services will need to have a membership and I'm sure self driving cars will have surveillance cameras. If you vandalize a self driving car whilst using their service, they can track you via logs and security cameras and ban you from their services

That idea is not a very good idea.

Speed limits aren't just set by how fast YOU can comfortably/safely drive, it needs to take into account pedestrians in the area and any businesses/houses beside the road where cars would slowly be entering the roadway.

We have highways where we would comfortably drive 75mph but the speed limit is 35mph because there are business beside the road and it would be impossible to get onto the highway.

Sorry, speed limits are already set in a much smarter way than you propose

Not really. There are quite a number of places near me where the speed limit is ridiculously high for what's actually there (stupid asian pedestrians) and then super low considering the lack of pedestrian traffic/driveways (50kph for 5km of paddocks).
