not correct. it is descriptive terminology, not an organization. there's no roster.
they are saying there will be a 3%, no matter who that ends up being, no matter how desperately a tyrant would act to prevent it. also, it's not "overthrowing a government" when there is no government, just a warlord.

At this point, it's like pissing in a wet-suit. It gives a nice, warm feeling, butt no one notices and nothing changes.
Now, if the US military understood the difference between "Patriotism" and Nationalism, they could do far more for the nation than fight endless wars for Globalist aspirations; and the 3% would have some relevance
I've looked into the III %ers and the Florida Militia. The Florida Militia looks like it is better organized.

As a movement it's nice, as an actual organization it is a liability. If you join an official militia then you literally are just putting a big target on your chest for the government "hey, this guy is the troublemaker, shoot him first".
