This bill looks to address alleged abuses in first nations communities at the hands of Child Services. There have been multiple cases over the past few years (the most recent involved Child Services taking Indian kids and placing them in Chatholic schools, so naturally, when the natives sobered up, they were pissed), and also limit the powers of Child Services.

In Ontario, Child Services are private organizations with bare minimum government oversight. The bill looks to make Child Services offices more accountable for their actions by denying them grants or laying charges if they don't adhere to more regulations.
