I was just reading this:

If the number includes total greenhouse gases, this doesn't surprise me given the US and how much beef we produce. Methane is more prevalent than CO2. But due to the incredible inequality in China (with the whole free economic zones on the coast and the rural villages in the interior) I don't think per capita is a very good way to measure it. If adjusted for GDP, measure of economic activity makes sense because it can loosely tell you how efficient our companies are at handling emissions, which is ultimately more important when determining company regulations. If companies in China are incredibly inefficient, but are let off the hook because there is an incredible mass of people that still live in countrysides, then regulation should take that into account.

Technically true. The standard of living in china does also vary greatly. There are areas in 3rd world conditions. There are also ghost cities. However if we can take into account that China cheats, then how do we know the data is accurate? Also did the Paris Climate agreement award CO2 privileges based on population?
