What is an elite?
When talking about the civilized world, earn a bit over 250k you're the 1% in USA.
I think the definition of elite needs to be fairly widespread in this regard, because if you're talking about the millionaires, we're dealing with numbers smaller than 0.1% when looking at western world and that's not enough to even populate multiple decently sized cities.
There wouldn't be a kingdom left for these guys to rule if they were going to get rid of everyone but the very highest of earners.
