The only way to get resources from Africa are to just take them. The natives will just come along and sap your colonist economy. Those that aren't parasites will just try to kill you. The only option is to just take the resources and establish a perimeter of death while you do it.

They aren't. They're doing enough favors to get preferred access to resources and will never be threatened economically by any African nation. They are building rails to move minerals and things same as with those middle east pipelines and roads. Their people need supplies to prosper.
