Monarchies of the late 19th and early 20th century were completely different beasts then as it were in the Age of Absolutism. Even the 'absolute' monarchies of Russia, Germany, and the Austrian Empire all had representation of the middle and the nobility.

The Junkers and Prussian High General Staff in Germany, the State Duma in Russia, and the Austrian House of Lords, and Imperial Diet.

The Hungarians wanted representation in the Imperial Diet, or rather didn't want the government to be entirely of the Austrian nobility rather than their own. So they 'split' it. To the people it was two countries ruled by the same leader but they did still have common currency etc. and they definitely did not have complete independece.

From a constitutional viewpoint this is incorrect. Prior to the compromise, the whole thing was "Austria", the compromise elevated the Hungarian part to the status of an "independent" country, that only shared its dynasty with Austria and a few institutions. Austria-Hunary had no common citizenship anymore and no national flag. It was a bit like the Holy Roman Empire.

YOu probably mean the Prussian House of Lords and the Prussian Landtag. The federal level had teh elected Reichstag and the House of States which was more powerful back then and worked like a mixture of the Electoral College and the Senate.

As you will know the Austrian Empire include large ethnic German territories like Austria itself and what became known as teh Sudetenland.

After the fall of the Holy Roman Empire there was a large drive to build a German nation state ecompassing all ethnic German areas, but it did not happen because the princes wanted to cling to their power.

Austria was back then the biggest power in German-speaking lands.

When there were revolutions in Germany a parliament was elected and that included deputies from the Austrian lands, and the general desire was to include these territories. But that was not possible ebcause no one had a clue what should happen to the non-German Habsburg lands and they wanted to hold their empire together. Ultimately, that let to the fall of habsburgian influence and power in Germany because they chose a multi-ethnic empire instead of an ethnostate.
