Have the media push "cops are evil" narrative (even more than they do now), and in a few years people will be saying police shouldn't be on the streets preventing or responding to crime. Their job should only be to investigate and solve crime.
There are lefties who already believe this but it is not mainstream. A prominent NBC reporter even wrote a book about it.
Rich people will live in neighborhoods with paid private security. All major businesses will have private security. The only ones who wouldn't be able to afford security are poor people.

poor people are not inherently bad, the police have allowed poor criminals to flourish, they need to enforce drug laws and plant clear cut evidence in cases to avoid mountains of red tape.
this is how it was done for years, but in 2017 the lazy police spend too much time with a radar gun on the highway and have allowed every small time drug dealer to have dangerous teflon don delusions.
