North Koreans are told that the west is out to get them. So you have keep escalating things to keep that message going.

Outside of North Korea its the usual negotiating tactic - NK goes crazy, neighbours calm them down and send food. China supports the behaviour because the whole country keeps a buffer between china and the US proxy state of South Korea.
