Actually in third world countries the government is way bigger than in first world countries. It's just that It's a non-official government, but bribes and the like are common and if you make something of worth they will take it from you.

Of course if you come with a lot of money from another country they could treat you well, but that's because they don't have anything not because of the government.

Plenty of the african countries are socialists, so there is almost no hope to settle a civilization in Africa without committing genocides or other crimes. Basically, they're shit countries by default and are stained by crap ideologies. And i'm not even considering Islam or some animistic creed.
