Not quite. Propaganda, especially good propaganda takes a creative mind. Now, I'm not saying a simple MAGA hat shop on an anime grill is the epitome of creativity, but over the course of 2016 there was a lot of good shit that came out of this meme machine. Comparing a simple hero's tale to real life when you dont like the way real life is going takes zero creativity and the absolute base minimum of brain power to achieve.
