It was used on ships to confuse enemies (primarily submariners) as to the size, type, and direction the ship was traveling. Essentially you assume anyone can find a ship, but dazzle camo makes it difficult to tell where the fuck to shoot to hit the ship you want.

Today car companies use it to disguise details on test cars, especially when they are moving you just notice a weird grey blur as opposed to a vehicle with noticeable details.
