Not really, Africa is a huge place with a huge mix of ethnic, religious, and cultural groups, where as Montana is a small (population-wise) place in the world.

Montana is very specific because the make-up of that location is very specifically white Christian, which they have chosen to portrait rather than making up a fictional religion/culture like they did in the last games.
