Seem far more manageable in the end than getting some crackhead a weapon then getting him to shoot whoever need to be killed, especially in morally questionable situation. It might sound weird, but even the worst of addicts can have a sudden change of heart in the midst of action, which the power that be to not fucking want because its a fucking pain to hide under the rug. Better off just paying an actor 100k (which is pocket change to the kind of peoples who'd go as far as consider this whole thing a profitable venture) to do it, he will shut the fuck up, artists have no integrity anyways.

That is not how it work, you only need peoples at the right places to make everything fall in place, its also far more subtle as most of the peoples present have absolutely no idea what is the bigger pictures and many simply do their things as they would normally do under such circumstances. Like the police chief or high rank to keep the paperwork under wrap, some corrupt union boss and workers to raze the place after as a clean up job, the rest will only do as ordered because the word coming from their boss and that is the end of it as far as they care.
