I know that IR has its downsides but making it sound like it's absolutely useless doesn't make make your side sound any better than what I'm saying here. There are ways to trick it and all but that still doesn't mean that it's a bad system. I get that guerrilla tactics are used by smaller militaries like yours but that doesn't mean it automatically makes it better when it comes to a combat situation. All sorts of military tactics have both goods and bads, one is not totally better than the other.

Latvians are separate from Estonians because both are separate ethnic groups, both use different languages. Livonians were/are a mix of both.
Latvia is separate from Lithuania precisely because German captured Latvian regions faster while Baltic tribes that existed in the Lithuanian region formed a state faster. This in turn lead to different variants of Christianity getting practised which further cemented divisions. Closest mix of both are Latgalians.
