Because neither of these are meant to represent Russia as a country, they are the Romanov dynasty's standards. (the one with red, white, and blue being the personal Standard of Tsar Nicholas II). In the Russian Empire, the country was not the object of sovereignty. The Tsar was the state, so the flag represented him. The army represented him.
