Brazil have those kind left rules to own a gun. We voted in 2005 that every citizen should have the right to own guns. The government was against it. So they make it very bureaucratic to own a gun. Like the following:
If you live in a remote area, you can own a gun, if you can prove it that you need for protection, so you have to at least be robbed once first. Than, you have to pay for the "training" to use a gun, most of people that live in remote areas are almost illiterated farmers, that would fail on the writing test. Even if they pass, the training cost money that most don't have.
I you live in a city, you need to be trained, paid for it, and you have to get a permit from the police. Last year we had something like 5000 new aplications, only 1 was aproved. Ask for a application at least will land you one or two house checks by the police, and... they always find something.
The only way to ""easilly"" have a gun, is to work for police or military (or be a driver for a congressman, there a new law that allow that), if you work for the police/military and have a gun, and want to also sell your services, there's a law that make it easy for you to be prosecuted as a militia member, with basically land you in jail for 15 years. And most private security forces are heavily tied with this militias, that pretty much are criminals anyway, they have a look the other way policy with the criminals that "allow" then to have this bussiness, ie, they protect the militia from not get shot in their sleep, so they let the criminals rob some places that not have the militia paid, or the ones who don't get the premium package.
