it's some kind of light moving through the sky, the squiggles are trails over the course of the exposure (like with light painting)
looks like a pair of lights so I'd guess drone or other aircraft

That's the exact trick that the prank plays on you, it's a lot harder to get a sense of size and distance at night.

There's obviously trails in the image caused by shaking of the camera. You can see exact copies of the trail from the bright star at two places in the image.

Open this image in one tab and the original in another and then switch between them and you can clearly see that the trail is matching up.

im guessing its a shot of the sky taken with long exposure to show that there was indeed some "star" that was moving.
i've seen this myself and have no idea what those are.
the blue tone looks like typical led light to me. somebody walked across the frame with their headlight on.
That's totally smearing from camera shake. The other stars are way dimmer, so maybe at the beginning of the exposure when the pic started, it smeared the bright "jellyfish thing" and then stayed still for the rest, soaking the light for the dim ones to appear. Like those wedding/dance party pics with the waving arms and then flash pop, showing the trails, but in reverse.
