is 12MP enough by today's standards? the a7s/d700 are incredible camera and acceptably modern but some clients want +16MP. However i could just upscale it in photoshop, how acceptable would that be in terms of quality?

If your client wants 16MP, get a camera that can shoot 16MP, simple as that.

Obviously if your client wants more resolution, you use a higher resolution camera with a matching lens.
For me personally, it's not only having the option for a high resolution image. I also simply crop so often that I very much *want* sharp glass and well over 12MP on the sensor.

what do they need those extra 4mp for? are they making large prints or cropping a shit ton?
