Who is "people" and what does "seeing" even mean? I know a lot of folks who take decently composed photos of interesting things only to fucking ruin it with post processing. Or they just ignore the light and how it works/don't put effort into getting better light and instead opt to just "get the shot". This is like those people who say working out is stupid and you should only study - they are not mutually exclusive.
I would argue technique is as important as seeing. You're not going to be the best you can if you make a meme about only focusing on one thing and ignoring another. Learning better technique can only help you.
