Is this black and white?

The Lr b&w conversion still allows for warm/cool tints as a nod to different paper/emulsion/dev combinations creating b&w images that are warmer/cooler.
Check your whitebalance. Also make sure you don't have anything wonky set on your export.

You can just add a colored tint onto a black and white jpg too, it doesn't matter. But you should still be shooting color anyway and converting to B&W.

Split Toning is the menu that lets you add tints, make sure that's turned off. You might also be exporting to some weird colorspace if the picture looks gray in lightroom and then blue as a jpg.

I used a colour preset and then converted it into b&w. B&w presets are shite and I can make them myself pretty well
