hm Ive never used a samsung but honestly maybe if you took a video and then took a screencap, because videos on phones usually have a little motion blur

you can definitely achieve this effect however you may need a "manual" camera app that lets you control ISO shutter speed and focus. I know there are a few on IOS but not sure on android.

Open Camera. You have to go into its options menu and activate the Camera2 API. If your phone is supported you'll get manual controls for whatever features your camera supports.
