Try combing her hair with a toothbrush, they're all over the place and avoid hair on eyes. Treat it as a "beauty photoshoot." Preparation is the key. Try adding another faint source of light so it will create an additional catch light on the lower part of the eyes, just like in animu.
Then retouch in PS. Use clone stamp and healing tools to fix hair strands that are still out of place. Then do a lilttle dodging and burning, mainly on the hair and the iris of the eyes for that 3d glow. Also use curves tool to adjust the highlights and shadows if needed.

I find that a speedlight with one of those Gary Fong diffusers works pretty well for doll photos. At their scale it's like lighting a real person with a 3' softbox, and it's easy to work with.
Here's one of mine, shot that way and then processed with LR and Color Efex Pro. The doll is a Volks Yori.
