here is what i did..whiten the eyeballs enhanced the iris.
brought up the aqua and orange channels, more highlights and contrast,bit more of exposure,sharpened the edges,and of course a tad of saturation

Take a look at the reflection in her eyes and you'll see a Ultra Violet lamp. These are extremely dangerous to view directly so don't dick around with them... especially the shortwave UV lamps. But you can see that this is how the photographer achieved this effect. The camera is more sensitive to the UV paint when it reacts to the lamp... more so than the human eye.
