One of my film developing books talks about putting petroleum jelly on the surface of the developing plates or something like that (I'm not too familiar with film yet) to blur the parts of the picture you don't want too much in focus. The background of that looks like it might have had that treatment.

not all high iso yields pleasing grains.
like sony looks terrible.
i suggest canon 18megapickle 500nm sensor at iso6400.
or add grain post process.

use weak softbox pop with blue/cyan gel, adjust whitebalance for the highlights. use a gaussian blur layer with luminosity blending mode and add some slide vsco preset

why

you can get it to look close but never exactly

reason being
1.) shot on film stock with doesnt exist anymore
2.) was actually printed (which 99% likely you're not going to do, and also the paper stock and chemicals might be gone from that, and also even if this were 1980s an amateur would have a hard ass time matching the quality of a professional photo shoot print)
3. if that wasnt enough, its then printed AGAIN onto a magazine by professional publishers and obsolete equipment, so you will never be able to do that
4. its then scanned onto a computer which adds a whole new layer of editing, colour correcting, etc which you have no idea how the artist did


conclusion: don't try to emulate it exactly the "old way" because you never, ever, ever, ever, will get it to look exactly like that.

instead, just shoot raw and edit in your image editing software of choice until it looks "reasonably similar"

you can get the exact look
reason being:
the picture you see is a digital scan encoded by the same range of values used for every other jpeg on the internet. with curves you can match the tonality of a digital capture to film. grain here seems much less prominent than low-quality jpeg compression artifacts. the most difficult aspects of replicating this photo are the model and the lighting. but china is researching human cloning so you may only have to wait a couple decades.
