VSCO has a few filters for that. Any camera will do, like your phone.

This one's more involved, you'd need Photoshop. It simulates multiple exposures (when you take many pictures without advancing the film). Also looks a little like instant film. You can try buying a Fuji Instax and play with it. They're a little unpredictable but in a fun way.

Not that I'm aware. VSCO's Chromatic Collection would probably get the job done.
Add magenta to the highlights through the app and voi la.
I do recommend learning post-processing if it interests you, not because you wouldn't depend on presets (they're too useful) but because you would know what you're looking at in a photo that you like.

By the distortion on the edges of the photo I'd say an old film compact or a toy camera like a holga.
Could be expired colour negative film, or could quite easily be just a filter. If you wanted to simulate it in lightroom or on your phone or whatever just raise the black point and add some magenta. You could try to make a fake fringing/unsharpness effect if you wanted that lo-fi look as well

OP's picture is a film snapshit, done on a film compact, by a photographer who didn't know how to focus and recompose or whose camera didn't allow for that. Judging from the awful magenta flare, I'm guessing this could be a disposable camera, and the girl is closer than minimum focus distance for the fixed-focus optic in those things.
Or it's just straight-up backfocused. Could be that.
