Looking for professional advice. An agency wants to use one of my photos in a company newspaper and app. Circulation is 90,000 copies and they offered $3,000. Is this appropriate or should I ask for more?

Besides it will get your name out there as well with real work you can show to bigger publications for more shekels

That is so untrue it's shocking you think the world works this way...
Cost per spread is totally dependent on circulation #s, countries of circulation, % of magazine allotted to ad space, etc.
You can't cast a blanket statement regarding $$ on something like this. I really hope you haven't been getting paid $500 for double page spreads in widespread (500k+ copy) publications...otherwise someone has been ripping you the fuck off.

Any major publisher has standard rates that are adjusted every year and put in a large trade publication giving rates for every magazine, I've worked with future publishing a fair bit, content is pretty much the cheapest aspect for print, current pay per page including photos and written content is £220 for one of the larger publications like edge or official xbox magazine, down to £120 for a knitting or fishing mag, Uk vogue is still under £500 a page.
