The first step in creating good images is understanding what makes an image great. You seem to have trouble describing what "effect" you're looking for. As Anon has pointed out, all it is is an off-camera flash with some post-processing (VSCO is a set filters that emulate film).

The post-processing looks to be some split-toning with warm highlights and cool shadows. The black point is offset for a slightly matte look.

Learn to tell what you're looking at.
