Should I buy a whole new camera or just some new lenses? If so which lenses? Im trying to lots of night shots and city shots.

I have that camera and i love it. I plan on keeping it for a while and just getting good glass for it. Its better to have a cheaper camera with good glass than vice versa.
Lens, only upgrade if you feel you are being held back by something very specific, or if a different brand has something you want.
D3200 was a good camera and I'm glad I picked one up a while back.

Lenses honestly, that cam is fine
I ditched Nikon last year, their glass was too expensive for the quality it gave

For night and city shots. Get a prime lens 28-55mm for portrait and closer shots
get a prime wide lens for cityscapes, roof shots ect.
Similarly for someone with a Nikon D3300 (with kit 18-55mm 3.5-5.6 VR II). In the year I've had it I've bought a 50mm 1.8G, 28mm 3.5 AI, and most recently an 18-140mm 3.5-5.6. A couple months back I foolishly got a ton of dust under my focusing screen that I can't clean out which annoys me from time to time, but ultimately doesn't affect picture quality.
Right now I'm looking at either a 35mm 1.8G DX lens or upgrading my body to a D7200 since I'm finding I need longer bursts and more autofocus points. Though I'm not sure if the D7200 is all that much of an improvement over the D3300.

A 35mm 1.8G should pair nicely with that cam. Pretty decent for night photography. Or you could go with something more wide angle.
Definitely keep the camera though.

adapt a canon fdn 50mm f1.4 if you can't afford sony natives.
The 35mm 1.8 dx is incredible value for money. Get that if you only have the kit lens

i honestly feel like the D3200 is an alright camera overall stuff. faster FPS burst would be the big reason to upgrade to a more expensive body IMO, if you're shooting fast moving stuff
