rub vaseline on your $5 manual focus lens with fungus growing inside.

lower the contrast, raise the lightness
use gausian blur slightly, or something similar
fuck with the colour balance sliders, raise the reds and purples

I found this photo on /p/, is this likely a filter as well? How was this one most likely done?

I really like the idea of reducing photography to nothing more than a abstract blend of light, color and motion, kind of everything blurring together to make a cohesive aesthetic.

Probably high ISO, shit white balance

but you could try to recreate by a high iso or add grain in post and then fucking with the colour balance and hue sliders
