You're picture is shit but it looks like you can screw out the last element with a spanner wrench. If the fungus hasn't been there for too long it should clean of easily. You're not going to get rid of all those scratches though.
There should be two notches somewhere on the rear ring? You need a pair of long nose pliers to fit in each notch and turn anti clockwise. BTW it's fungus.

If the picture still takes images you like then fucking leave it.
Put your lens in direct sunlight for an hour or so to kill the fungus (uv kills I guess, not sure)
and then use it as if it's fine
and read up on fungus, don't let it spread

I don't think sunlight actually kills the fungus, it just prevents it from growing (that's why lenses left in sunlight won't get visible fungus in the first place). In any case the fungal "hairs" won't disappear until you manually clean the lens.
There's no need to be paranoid about fungus spreading. Fungal spores are everywhere anyway, having a lens with fungus in the room doesn't matter, the only thing you can do is store your lenses in conditions where fungus doesn't grow. Storing your lenses in a dark, warm, humid, dirty environment is asking for fungus.
Keep them dry and clean (fungus likes finger grease), and have some sunlight shining through them every now and then and you should be fine.
