I agree that it takes usually the two to make a good picture, but I don't know if the percentage should be split so even, as "talent" contains more factors than "luck".

Maybe if you're into street photography. With other types of photography, when you can take your time to plan out shots, there's definitely less luck involved.

Photography is measuring light and displaying your findings in a graph, usually with color these days.

Nah, still majorly about luck. Only if you're shooting in a 100% confined studio is luck taken out of the equation. I've sat around for hours waiting for clouds to get just right or for the light to become just right. Sometimes it happens, sometimes it won't, and sometimes something unexpected comes along that's better than anything I was waiting around for.

Not necessarily even knowing about something worthwhile to photograph. Being able to read/predict light and knowing what street corner to be on counts too.
It's about many things.
Being in the right place at the right time if you do street or reportage. Having a good eye and photographing a lot increases these odds.
Social skills are very important if you do portrait and reportage.
Even though photography itself is very accessible you need money to travel the world.
Lastly you need connections or success to be able to photograph areas most people have no access too.
Some areas of photography, mostly studio I think, also require more money than others.
