If wouldn't give anyone anything.Tell 'em to bring their own tent, and you designate an area for them to develop. Once they prove themselves, then they become a part of the community. Eventually, it wouldn't all be new land, you'd be dropping newcomers onto plots that already had crops growing or onto an area that you want a newer building constructed, as soon as the previous tenant gets promoted to a higher position of authority. Lower start-up costs, guaranteed fewer freeloaders, promotes positive reinforcement through advancement opportunities.

I knew a guy and his wife that had this idea. He had inherited 300 acres of arable land, just wanted to let people farm on it and create a co-op at the local feed & seed store, etc, kind of like an old-fashioned frontier community. He had a bunch of simple prefab cabins built and even paid to have water and electric run to each site, unmetered and free (to them).
The problem is, there are bad apples, and the number of bad apples is surprisingly higher than you might imagine. The kind of folks who might adopt this lifestyle also have a higher proportion of other issues - everything from mental health issues to domestic violence to drug use to general laziness. He had 11 families there at the peak, but by the end of the second year he had booted them all. Had to file legal proceedings to evict the final two who refused to leave even though they had never had to pay rent. The only group who he'd have taken back were a family of 4 who left early on and ended up buying their own little farm about a mile down the road and he still keeps in touch with them about beekeeping. One out of fucking 11 groups were decent enough to have respected his intent.

The only way this works is as a cult. If you don't have 100% authority over them then people will rot, either becoming free loaders, thieves, big stoners, abusers, or something along those lines. Owning the land isn't enough, because when you try to kick them out, they won't leave. You'll never be able to tell up front all the issues someone has or will have after living this way. The only way is to distill the fear of Christ almighty in their souls, and convince them that you are Jesus in the flesh. That way, even if you do get a dissenter of some kind, you can turn the whole commune against them in an instant.
