What cheap, waterproof rucksack do you recommend that's about 50-70L(ideally 50 that can expand to 70), What brands should I look for on ebay?
I bought one of those marine LGBT packs. It came with a dry bag and I believe it's 70 liters. The thing is awesome and carries lots of stuff but I hate that it's camo.

Stay away from cheap, I was /out/ way up this rough steep track carrying a load of 50 traps in and one of my straps snapped about 2/3 of the way in. Not worth, go for quality.

You can turn cheap into decent, but you have to be willing to put in the time to reinforce the seams on major load-bearing areas. Obviously you can't do much if the material itself is shit, but lots of cheap packs are made of adequate materials and are just slapped together quickly.
Still, unless you're a total poorfag or just really like DIY (in which case why not just make a custom one from scratch?), saving another 50-100 bucks for a better pack isn't hard.
the only water resistant packs are made with cuben fiber and a few other expensive materials, mine cost $360. Get a shit bag and line the inside with a trash compactor bag
