It's probably an air raid sirent. in this case the siren is enclosed inside the horn and rotates inside that coil section, which aims and amplifies the siren noise. Why it's being aimed a certain direction I do not know. What kind of building is it? There's a chance it's just a loudspeaker (many cities have public address systems to use in case of emergencies etc) but it looks like a siren to me. WWII relic p'haps?
