It isn't legal in the slightest. Not in the USA anyway. There are regulations and inspections for stuff like that.

It is one thing to just load stuff up and move it from one location to another. It is another thing to actually attach it to the vehicle. A lot of places won't even allow you to keep your tailgate down while driving.

It's legal in WA state, I consulted the DOL and DMV before building mine. They said you can get it licensed after inspection if it's a detachable camper. If it's attached permenantly to the truck, and the frame of the truck isn't altered by the design, you don't even need to apply for a special registration as long as you get the new weight added to your existing registration. Of course if you don't build something secure and a part flies off and ingures someone you can be charged for improperly secured cargo.

However, this would not protect you from officers that are not completely informed of the DOL/DMV policy. I imagine if you had the updated viehcle weight on your registration you would be let go without incident.
