Yeah. It'll help you to dig around and under the root. Then use a rock bar or something else to pry the root upward to give it more tension and make the axe cut through it much easier.
Probably take you one swing on each side.

It isn't going to hurt the tree to have one of its roots damaged, but if you're paranoid about fungus getting into the tree's system, you could always seal the broken parts of the root with something like polyurethane.

Little update. I've been using an axe and I'm in so much pain now my hands are all blistered up, my ring fingers hurt super bad for some reason and I couldn't get the rest of this up. Maybe if I come back another day or something but this just seems jammed in and it's impossible to get out and my body is already broken. Fml

That's probs a conifer root since they tend to be really shallow, just cut the root out, it won't harm the tree at all.

Some conifers tend to be deep rooted and some are shallow, as with hardwoods but most every tree will have a lot of roots within the first 6 in. of soil. That statement is too general.
