only way you're making it faster for $3k is if you lighten it and replace some motor parts and tune it so you have a lightweight all-motor civic
turbo kits cost $3k for my 8th gen si and they don't even come with a turbo OR the labor
Realistically you're going to be lucky to find a slow civic remotely worth owning for 3k. They exist but do not, I repeat absolutely do not buy an obviously modded civic owned by people trying to do exactly what you are trying to ask about. They're going to be a shit.
If you want a fast one the easiest way to do that is buy literally any Si and it will be fun stock, and fast if you spend literally 3k-4k just to get a decent turbo installed properly so that you don't just kill the car.
2002-2005 EP3 Civic Si is your best bet, they can be had for around 4k-5k in various conditions. The other years will all likely push 6k+ but at least the EP3 wasn't as popular or accessible to dumbasses so relatively stock ones are pretty common.
