As with flood cars, there's bound to be lots of these cars shipped off to other states for sale. Sometimes, these cars can be shipped quite a long distance to be sold in markets with unsuspecting buyers. Katrina cars would go to CA and WA to be sold for example and the dealer would show the buyer the carfax from the date before the insurance company claim was signed. Thus no lie. But the buyer should have got a more recent carfax to show the actual updated data.

For flood-damaged used cars, I guess any of the "carfax type" reports should be checked out. CarFax is not the only vehicle database service out there that collects info on ICE automobiles. There was a paper that said there were over 30 different commercial databases collecting, mining, and reselling either data, mining results, or big-data results. But many of those are B2B and not available to us.

CarFax anticipated there would be more flood shenanigans. It opened up a webpage just for checking hurricane flooded cars. Of course, dishonest people will go to shops or private mechanics that don't report the data. They'll get the car able to run and then dump it on craigslist or one of the other car flipping services. Just like in the house flipping industry, there are jewcucks flipping cars. They show up in storm ravaged areas looking for flood cars to privately fix and flip. Of course, they never say the car was flooded.
