If you're good with fabrication then I'd say build a bike engined 3 wheeler like pic related. This'll probably cost you less than $7k for everything done well and using chromoly instead of just regular steel. Provided you can do all of the fab work.

As far as power goes, I was torn between a fairly heavy 60° V6 swap, or tucking ej20 turbo paired with a FWD transmission underneath the car in the rear.
Never bothered verifying a subaru MR would fit, but they're only 18 inches from front of engine to center of axle.
Obviously this route would require tons of fabrication, but the car even stock can be enjoyable.

The Polaris Slingshot starts at around $20k. You could always buy a salvage Corvette and turn it into a Vettekart.
You can pick up a shit tier model for £2k and import it. Or you can buy a late model cooper for £3k
