You really have poor conditions. Anyone with friends can get a ride after handing over a generous (to them) amount of cash. I am certain I can even get rides from neighbors on a "hire" basis.

So, OP's example probably includes some conditions. Such as the entire landscape is full of muggers. And that the $700 is an artificial limit because most people are able to pull out many thousands of dollars immediately and from other accounts on an immediate loan basis. For example, I have a lot of my money tied up in 401K, mutual funds, and other investments. But I can go to the credit union and have same-day loan approval and have tens of thousands of dollars instantly available since I would get a short term loan signed off against the clearance of an amount from the mutual fund plus the loan handling fee of course. OP is probably some inexperienced kid who has never been face to face with account handlers at a credit union. There's basically no situation that my credit union hasn't seen many times already.

$700 means:

A. I would drive my reliable car.
Of course, OP appears out of thin air and says all my two well-maintained cars have been destroyed by atomic bombs and I must find alternate means.

B. Rental car from a major brand.
If OP says no rental cars exist in the country, then this method doesn't work.

C. Airplane trip for most of the distance. I'd bike to the airport, take the plane, and taxi to a spot next door to the lottery office. For a 450 mile trip, the cost is well under $700.
But if OP once again says no airplanes exist in the country and there are no taxi services in the world, then I have to find another way.

D. I would go to the U-haul office since OP has said reasons A, B, and C are not available. U-haul doesn't count as a rental car so that circumvents OP's requirement of no rental cars.
