What is the correct RPM you should be in continually in a Honda Civic? My friend drives at around 1500 RPM and he's constantly pressing the brakes when he drives and goes through corners at about twice the speed that I do.
For me, I stay within the 2000-2500 range but I wait till I get close to 3000 RPM to shift up.
What is right?

The proper time to shift up is between 3000 and 4000 RPMs. You are both likely lugging the engine and putting unnecessary stress on the rotating assembly. You are not using mechanical advantage

Depends on the transmission. In an automatic you're fine around 1500rpm. Most cars with small engines and a manual are happier at 2-3000 rpm.

My 1.8 Nissan engine doesn't feel good at all under 1700RPM so I try to keep it around 2000 and when accelerating switch gears at 3k.
