It was both. The didn't want to provoke an arms race and they decided the V12 they had back then was almost as powerful, also heat problems (hence the monster intakes on the sides).

Everything above 8 cylinders is about prestige and performance is secondary. It's been like this for decades. That they put the V16 in the 7series underlines this.

True. MB built V24, but it was still in prototype stage.
