My car sometimes only accelerates in open driving loop and the O2 sensor starts giving out low values. How can I tell if it's the sensor or the cat?

Sensor is 0.2v-0.8v output.
But if its giving low values, then its running lean. A bad catalytic would read high/rich.
You can also swap upstream and downstream (if you have both) and see if the problem follows the sensor.
Or just buy a new one. They're cheap nowadays and are a common failure.

$200 for a cheap universal cat.
While you're at it, swap the stocker out for a narrow/wide band o2 sensor and gauge. Uses same mounting hole and can plug it into stock ecu and a wide band gauge.
