The only way a county/region in the civilized world would agree to host an event this size (spanning an entire town and the surrounding country roads for tens of miles) is if they were guaranteed mad tourism money from the spectators and racers who show up. But for the businesses in town to remain open and collect that money, you couldn't close off the streets for racers to freely fuck around, because the employees of the local businesses would still need to be able to commute and probably don't want to sign a waiver throwing their life away if they set foot on pavement. It just doesn't work.
