IE you could make a company that makes silvia bodies (no engine) and get people to drop their own sr20s in, since itd probably be way cheaper for the customer to source their own used one than for you produce a new one

You can duck the regulation by only making small amounts (below 30 for US crash or pollution standards iirc), but that would fuck up your economy of scale, meaning it's only viable to do with lusciously expensive cars.
Still, why isn't anybody making new Iso Grifo/Bizarrini/De Tomaso/etc. reproductions? I mean, that would be perfect in terms of price, quantity and desirability. Restomod the underlying stuff, Singer and ICON have shown that rich people are willing to pay half a million for a really good "spiritual successor".

When come to chassis... well, no idea of a big company that can do this, but any redneck can build a brand new in his backyard registred as prototype vehicle, therefore, street legal.

Here in Europe they are pretty damn strict and if you need your vehicle inspected too which costs a shitload of money and that doesn't even guarantee it will be streetlegal.
