No, laws are too concerned with crash safety, its the reason that all morern cars look the same with the high posted lights, high hood that is almost squared off at the top and rounded at the sides, thick pillars, and roofs that narrow out at the top.
Fins would be a hazard to any pedestrians you want to run down and hardtoos wouldn't perform well in a rollover. Proper chrome requires metal underneath and that doesn't help with crumple zones.
