Mod companies usually offer "stages" of modification.
S1, usually breathers, intake exhaust, maybe intercooler and BOV, and a tune.
S2, typically new turbo, be it bigger, better. Fuel mods, new injectors/rails/pump.
S3 can be cams, valves, things that aren't "building" an engine.
Long story short its all subjective bullshit, mod lists are a better representation of a car.
In the Subaru world, there are actual "stages" that make sense for basic-level modding:
>Stage 1
Catback, and maybe intake and / or up-pipe if your car came with a catted one.
>Stage 2
Turbo-back (downpipe [catted or not] + cat-back) + a tune (off-the-shelf or custom) and maybe an intake and an up-pipe.
A turbo-back and a custom tune got my STi in the high-12's and able to run at 175 mph. "Stage 2" makes a HUGE difference.
Modding a Subaru past this point takes a lot of money and thought.

Your stages are off. Stage 1 and 2 are usually pussy shit. Charge pipe, exhaust, tune, intake, etc... are almost all what s1 and s2 are. MAYBE injectors in s2 or a new fuel pump but you don't really see that shit until 3
