How fucked is this paint? I imagine is a lot but us there a chance of rust? It's a 78'

It looks oxidized. A nice cut and polish should do the trick, and then a sealant to keep it from getting bad again.

I don't know what more it could me. That old of a car, unless its been resprayed already, the paint os more than likely single stage. As in, both the clear coat and the color are mixed into one, instead of the base coat of color and then the next layer of clear coat like on modern cars.
Your best bet is to get yourself a cheap DA polisher (the one from harbor freight is a good beginner one) and some compound and go to town. You'll have to google which compound is best for you.

I'd still go ahead and try to polish it. You can do it yourself or find a professional to do it.
There are a few steps to do before you polish so make sure to research if you're going to tackle it yourself.
